Bowman collaborated in the conceptualization of this master plan for a regional retail center, a corporate campus and a variety of residential uses. Work included data collection and feasibility analysis related to jurisdictional constraints, entitlement processes, transportation, utilities and stormwater management. The massive 2,900-acre site, situated in a valley between Kyle and San Marcos, Texas, required discussions to resolve overlapping city jurisdictions, the use of a TIF (Tax Increment Financing)/TIRZ (Tax Incremental Reinvestment Zone) to support transportation improvements associated with the adjacent interstate highway, the coordination of the existing water districts, and the creation of a special district for wastewater utilities. Local geologic formations included aggregate reserves which were to be commercially mined; leaving the site contoured to form a proposed chain of lakes for an integrated parks system and required stormwater facilities.
