Arcola Center
Loudoun County, Virginia

Arcola Center is a planned mixed-use development on approximately 400-acres in Loudoun County. Located at the juncture of Route 50 and the Loudoun County Parkway in the southeast portion of the county, it is surrounded by thousands of homes but virtually no commercial space. Based on well-established “smart growth” principles and incorporating the recommendations of a local citizen task force, Arcola Center will be a vibrant, 24-7 community that combines residential, commercial, retail, entertainment, and cultural uses.
Designed to be built out over a ten to twenty year period, Arcola Center is planned to include up to 2.2 million square feet of office and flex-industrial space, up to 1.1 million square feet of retail space, and approximately 80-acres of town homes and multi-family housing. Also planned are three hotels and a civic/cultural tourism and educational destination centered around a restored slave quarters dating from the early 1800s. The development will be a carefully planned, pedestrian-friendly live-work-play environment that will transform the western gateway to Loudoun County.
Bowman Consulting became involved with this project during the rezoning phase, providing all necessary planning and engineering documents. Bowman’s team worked closely with project stakeholders and local municipal representatives to develop the approach for the rezoning package.
This rezoning plan illustrated the proposed development’s conceptual layout, land uses and densities, right-of-way dedication and transportation improvements, pedestrian sidewalk and trail network, landscape treatments and buffers, open space areas and recreation facilities. The project also includes a park and ride facility consisting of two hundred spaces and a bus shelter for public use. In conjunction with the “smart growth” principles of the development, the park and ride will serve as a transportation hub and assist in reducing overall traffic congestion in the area.
The services provided also included construction plans and final design for approximately 2 miles of 4-lane divided roadway with associated utilities, including stormwater management and best management practices, overall sanitary sewer infrastructure, and preliminary landbay plans to support the entire community.
